Done: International Monograph on Public Law Published!

We are happy to announce the successful completion of one of our four key projects for 2025! In collaboration with National University “Odesa Law Academy” and Riga Nordic University, the Association "ÉADHC" has published the collective monograph: 📖 “Public Law, Human Rights, and Decentralization in France and Ukraine: From History to European Integration”.This scholarly work brings together researchers from Ukraine, France, and other EU countries to discuss:1) Human rights in the digital age and beyond.2) Decentralization and public authority challenges.3) The historical evolution of public law.The monograph is published by the European house “Baltija Publishing” (Latvia) and is assigned with ISBN and DOI for each section.This publication marks the final stage of our 2025 research initiative, fostering academic ties between Ukraine and the European Union.🔗 Read the full work here: https://lnkd.in/erhbzJ-V

Launching a New Project: AI and Human Rights – Your Input Needed!

Dear friends and colleagues, Over the past months, we’ve seen how rapidly artificial intelligence is reshaping governance, public services, and influences human rights – more and more authorities, international organisations and researchers pay attention to this fact. Amongst the last interesting events – the International Criminal Court will co-host the event on AI ! At EADHC  we believe these developments call for the attention on how can human rights principles be effectively embedded "by design" into AI systems, especially at the local and municipal level? That’s why we are excited to announce that we are launching a new project at the intersection of AI and Law / Human Rights. The exact shape is still taking form - it could become: - a series of expert webinars and policy briefs, - a comparative study of AI use in local governance across Council of Europe member states, - practical guidelines for municipalities…

Project in progress – home violence in Ukraine

Our project, dedicated to the issues of home violence in Ukraine and how the local and regional authorities can help - is still in progress.We are very happy to have Jeyhun Garajayev (Ceyhun Qaracayev) as an expert. He is both the researcher and a practicioner - and we are proud he explores this issue internationally. Here is the last event he participated in as an expert:'On November 28, 2025, a conference entitled "The Role of Community Leaders in Building a Safe Life: A New Social Approach in Surakhani" was held jointly by the State Committee for Family, Women, and Children's Issues and the Surakhani executive branch. The event was organized as part of the "16 Days of Activism Against Gender-Based Violence" campaign'.Many thanks for joining our project pro bono, Professor Garajayev. We hope that your comparative experience will enrich it.

We are glad to share our Association's submission to the High-Level Conference on the European Social Charter – Chișinău, 2026, Council of Europe.We would like to draw attention to the topic 'Localising Social Rights: Developing Subnational Indicators and Benchmarks for the European Social Charter'.In our opinion, the role of the Congress of Local and Regional Authorities of the Council of Europe in the social rights ensurance might be more visible.
